堅持問題(ti)導向,著力(li)打(da)通(tong)堵點(dian)卡點(dian)。改(gai)革(ge)是奔著問題(ti)去的,針(zhen)對(dui)產(chan)業單一(yi)等(deng)現狀(zhuang),東壩頭農(nong)(nong)(nong)場(chang)成立(li)對(dui)標(biao)一(yi)流企業價值創(chuang)(chuang)造(zao)行(xing)動(dong)(dong)(dong)領導小組,圍繞(rao)現代(dai)農(nong)(nong)(nong)業、產(chan)業發(fa)(fa)展、改(gai)革(ge)創(chuang)(chuang)新(xin)、效益效率和民生(sheng)福(fu)祉(zhi)五(wu)個方(fang)面,制定《對(dui)標(biao)一(yi)流企業價值創(chuang)(chuang)造(zao)行(xing)動(dong)(dong)(dong)實施(shi)方(fang)案》,對(dui)外以上(shang)海農(nong)(nong)(nong)場(chang)、對(dui)內以新(xin)洋農(nong)(nong)(nong)場(chang)為目標(biao),細化(hua)任務措施(shi)30條,明(ming)確(que)利潤總額、全員勞(lao)動(dong)(dong)(dong)生(sheng)產(chan)率、專項指標(biao)等(deng)對(dui)標(biao)體(ti)系表,持續發(fa)(fa)力(li)推(tui)進(jin)農(nong)(nong)(nong)場(chang)治理(li)能力(li)提升。本著精簡高效原則,一(yi)體(ti)化(hua)推(tui)進(jin)機關改(gai)革(ge),進(jin)一(yi)步整合農(nong)(nong)(nong)場(chang)公(gong)司、農(nong)(nong)(nong)發(fa)(fa)分公(gong)司、社區人員配置,合并了(le)黨(dang)群工作(zuo)部(bu)和辦公(gong)室,成立(li)產(chan)業發(fa)(fa)展中心,優化(hua)社區綜(zong)合管(guan)(guan)理(li),精準聚焦(jiao)產(chan)業發(fa)(fa)展和生(sheng)產(chan)經營(ying),實施(shi)扁(bian)平化(hua)管(guan)(guan)理(li)。修訂(ding)了(le)公(gong)司章程(cheng),取消董(dong)(dong)事(shi)會(hui)、監事(shi)會(hui)設(she)置,新(xin)設(she)董(dong)(dong)、監事(shi)各1名。推(tui)動(dong)(dong)(dong)“四規(gui)”管(guan)(guan)理(li)建(jian)設(she),明(ming)確(que)“四規(gui)”第一(yi)責任人職責清(qing)單,持續開(kai)展制度(du)“立(li)改(gai)廢”行(xing)動(dong)(dong)(dong),探索(suo)運用(yong)線上(shang)平臺進(jin)行(xing)法律審核工作(zuo)。強(qiang)(qiang)化(hua)科(ke)技(ji)(ji)(ji)創(chuang)(chuang)新(xin),成立(li)科(ke)技(ji)(ji)(ji)創(chuang)(chuang)新(xin)管(guan)(guan)理(li)委員會(hui),圍繞(rao)無(wu)籽西(xi)(xi)瓜(gua)授(shou)粉(fen)技(ji)(ji)(ji)術(shu)(shu)研(yan)發(fa)(fa)、知識產(chan)權(quan)強(qiang)(qiang)企、葡萄種植(zhi)培育等(deng)工作(zuo),推(tui)進(jin)組織體(ti)系建(jian)設(she)、無(wu)籽西(xi)(xi)瓜(gua)授(shou)粉(fen)技(ji)(ji)(ji)術(shu)(shu)探索(suo)、實用(yong)新(xin)型專利申報等(deng)事(shi)項。
注(zhu)重產(chan)(chan)業(ye)培育,推(tui)(tui)動多維同向發力。新(xin)質(zhi)生(sheng)產(chan)(chan)力由技術革命性突(tu)破(po)、生(sheng)產(chan)(chan)要素創新(xin)性配置、產(chan)(chan)業(ye)深(shen)度轉(zhuan)型升(sheng)級而催(cui)生(sheng)。東壩頭農場聚焦產(chan)(chan)業(ye)建(jian)鏈延鏈,扎實推(tui)(tui)進無籽西瓜規模種(zhong)(zhong)植(zhi)(zhi)。瞄準產(chan)(chan)業(ye)發展(zhan)重點任務,對標學(xue)習(xi)、嘗試探索,因地(di)(di)制宜加(jia)(jia)快培育西瓜種(zhong)(zhong)植(zhi)(zhi)等(deng)特色產(chan)(chan)業(ye),上半(ban)年(nian)已派人(ren)員全程跟(gen)班學(xue)習(xi)西瓜種(zhong)(zhong)植(zhi)(zhi),完(wan)成了(le)首期22畝的無籽西瓜試種(zhong)(zhong),為(wei)來(lai)年(nian)無籽西瓜種(zhong)(zhong)植(zhi)(zhi)積(ji)累了(le)經驗。探索葡萄(tao)省力化栽培,挖掘有限土地(di)(di)資源(yuan),種(zhong)(zhong)植(zhi)(zhi)優質(zhi)葡萄(tao),豐富(fu)特色產(chan)(chan)業(ye)發展(zhan)。目前,正(zheng)申請(qing)商(shang)標注(zhu)冊(ce),利用西瓜資源(yuan),努力形成東壩頭特色品牌(pai)。深(shen)入推(tui)(tui)進土地(di)(di)對外拓(tuo)展(zhan),上半(ban)年(nian)已組織人(ren)員赴南通(tong)如東、鹽城大(da)(da)豐等(deng)地(di)(di)調(diao)研,參與地(di)(di)方土地(di)(di)流轉(zhuan)競標活動2次。目前,正(zheng)加(jia)(jia)速(su)推(tui)(tui)進與鹽都區政府商(shang)談土地(di)(di)流轉(zhuan)合作(zuo)事宜。加(jia)(jia)大(da)(da)與揚(yang)州大(da)(da)學(xue)等(deng)高校(xiao)交流合作(zuo),促進了(le)科技創新(xin)能力水平提升(sheng)和技術成果轉(zhuan)化。
聚焦“三項(xiang)機(ji)(ji)制(zhi)”,實現改革系(xi)統(tong)集成(cheng)。以引入(ru)競爭(zheng)(zheng)機(ji)(ji)制(zhi)為出(chu)發(fa)點,因(yin)地(di)制(zhi)宜制(zhi)定《大(da)(da)隊(dui)負責(ze)人競爭(zheng)(zheng)上崗實施方案(an)》,根據農(nong)業大(da)(da)隊(dui)資(zi)源條件,差異化下達(da)各大(da)(da)隊(dui)經濟完成(cheng)基(ji)礎指(zhi)標(biao),大(da)(da)隊(dui)負責(ze)人根據基(ji)礎指(zhi)標(biao)開(kai)展多次(ci)(ci)競爭(zheng)(zheng),高于基(ji)礎指(zhi)標(biao)最(zui)高者(zhe)獲得(de)相應(ying)大(da)(da)隊(dui)負責(ze)人崗位。今年(nian),已(yi)成(cheng)功競爭(zheng)(zheng)大(da)(da)隊(dui)負責(ze)人5名,其(qi)(qi)績(ji)(ji)薪根據競爭(zheng)(zheng)指(zhi)標(biao)完成(cheng)率依次(ci)(ci)由低到高排(pai)名,績(ji)(ji)薪系(xi)數按考(kao)核兌現。針對“三夏(xia)”“三秋”兩季(ji)農(nong)忙(mang)勞動力(li)緊缺等情況,東(dong)壩頭農(nong)場制(zhi)定了(le)(le)《機(ji)(ji)關人員(yuan)績(ji)(ji)效考(kao)核管(guan)理辦法(fa)》,機(ji)(ji)關管(guan)理人員(yuan)在做好日常工(gong)作的(de)基(ji)礎上,通(tong)過(guo)隨機(ji)(ji)抽簽,績(ji)(ji)效薪酬(chou)掛鉤到不同大(da)(da)隊(dui)。今年(nian)“三夏(xia)”期間(jian),機(ji)(ji)關面貌(mao)煥然一新,有農(nong)機(ji)(ji)駕(jia)駛證(zheng)的(de)同志開(kai)起了(le)(le)拖拉機(ji)(ji),其(qi)(qi)他(ta)人員(yuan)則當起了(le)(le)監磅(bang)員(yuan)、質檢員(yuan)、安全員(yuan),在一定程度上解決了(le)(le)大(da)(da)隊(dui)農(nong)忙(mang)期間(jian)人員(yuan)緊缺的(de)問題,有效激發(fa)了(le)(le)全員(yuan)干事創業活(huo)力(li)與激情。
